There is not really a specific photography permit that is issued from the city of Toronto. You can shoot in most places that are City-owned, but it is best to check. Most of the rules and regulations are centered around the flow of traffic, not impeding pedestrians stuff like that – I am not a lawyer. If you want to shut down a street, run a major production there is a process for that.

Private property will often have a photography permit system where you pay to use the facility, and get private access. In most cases, the fees go directly to running the premises.
